High-speed testing of aero wheels in Germany gave a 3.5% delta drag. The wheels shown would have no ventilation drag at all, compared to Tesla aero wheels.

If he can shave some drag off Ford's passenger cars, they'll run smaller ( cheaper ) battery packs, hit their range target, and come in at lower cost, higher profit/unit. Something Franz Von Holzhausen could also be doing for Musk.
