If they (CARB) list it, it merely means that the manufacturer went through the testing process and showed that it did not adversely effect emissions that they could see. Nothing about it actually working as claimed in any way shape or form.
CARB doesn't care about saving gas or improving emissions, they just care about not increasing emissions.
