It's an artifact of latitudinal velocity around Earth's spin axis.
At the Equator, the ground underfoot is moving with a velocity of 1,032-mph at that average mean radius from Earth's center.
It's zero at the poles.
The further you move north, or south of the Equator, the 'slower' the velocity.
It's what explains the direction a whirlpool forming in a sink or bathtub exhibits. They're 'opposite' depending on which 'hemisphere' you're in.

Fluids ( air and water ) on Earth's surface ARE affected by the effect, but there are a lot of other dynamics also influencing 'local' phenomena. This is where Lindzen went off the rails.
As he's a 'meteorologist ( a very good one on all accounts ), and not a 'climatologist', he would not have the specialized knowledge of those who pushed back against his 'childlike' global warming hypothesis ( he just didn't know what he didn't know ).
