You can get super accurate elevations from space. Got a constellation of earth monitoring radar throwing birds up there doing just that. Might not be radar, could be UV laser, but supposedly they are accurate to .001" or the metric equivalent limited in accuracy by their super precise atomic clocks and the local speed of light.

And this is 40 year old info back from when I did satellites, the SOTA is better now
