So, the 'Boron' US Patent dates to 1991.
The technology associated with automobiles of 1991 no longer exist:
- aerodynamics
- computers ( electronic control units )
- driving
- engines
- engine accessories
- emission controls
- fuels
- ignition systems
- lubricants
- mass ( weight / inertia / momentum )
- powertrains
- 'reference oils' used in testing
- rolling-resistance
- sensors
- testing infrastructure
- traffic conditions
- traffic controls
- weather
The 'solution' Boron held promise for with respect to 'problems' which existed in 1991 must be re-framed within the context of automotive technology as it exists today.
And bear in mind that, 'Boron' was never originally intended for anything other than a friction-modifier for 'new' automobiles and their engines.
