I THINK the efficiency of an 'Ozonator' is all about charge density between the electrodes paniwew.
ie: As the PD between the electrodes is X volts; the only way to increase the charge density in one electrode vs the other is to 'sharpen' one and round the other.
Most such products are just stamped out of metal, leaving a lot of efficiency on the table.
Here's more or less what I'm thinking, just sharper and rounder/polished:
NB the similarity to intake trumpets or bell mouths..!
Then we use resonant circuits to greatly increase the efficiency of radio transmitters etc.
