My tow bar bracket on my '96 metro doesn't even look close to that... Mine uses two holes (like shown), I had to match drill the factory tow point flanges. But I can't see how yours would attach to my '96 wo/modification.
I had sketched up a design to build my own, but found a deal on ebay and bought it instead.
I can imagine using only what you have pictured to build your own. But not without cutting off the flange portion and reattaching (welding) it 90 degrees (crawl under your car with one of them if see if you follow me on this).
If it were me, I might also make and weld on a 'spreader bar' to make the two brackets, one.
