Not bad ... I like where you are going with that and for the most part you are spot on ... However, your plan has to be global affecting all auto manufacturers, even those not holding a hand out.

Reason; Because other will take advantage of our ignorance and continue to make and sell fossil fuel burning vehicles and advertise them to combat the efforts you have just laid out.

Aside from your plan, the masses need to be educated as to the benefits of why these changes are necessary so they can start to adjust their perspective on the automobile.

The grip we have on oil is stronger than the bond between junkies and crack. Aside from your plan smart advertising and education will help push changes like that forward faster.

It also wouldn't hurt if these manufacturers would allow some of the more aggressive designs to slip out to make these new vehicles the best looking hybrids designed and built.

Because lets face it, not everyone likes the Prius and thats all everyone thinks about when you mention hybrid.
