Why would a listed max speed be a target for the law? There exist test tracks where such higher speeds can be measured. Michelin Tire has a big test track complex not too far from here. If it causes my car to attract more than the usual amount of police interest, I'll remove it. So far, one person read it and was asking me questions about the car when I stopped at a gas station.
