The cops never pulled me over for my mirrors. Each time they pulled me over, I would ask them if there is anything illegal about my car. Even though they were standing there right next to my door, they never said a thing about the mirrors. I haven't been pulled over in quite some time now.
In SC, you only have to have external side mirrors if your internal mirror's rear view is blocked.
