Made a replacement brake light. Total consumption is 1 watt braking, 1/3 watt running. Outputs 130 lumens maximum. I had to sand down the lenses of these LEDs because when perfectly clear they were just too painful to look at directly.
And I got the 20 LED running light array wired and tested.
Total consumption is 2 watts. Outputs 120 lumens, but is fairly diffused since these are primarily meant to increase how visible I am to other vehicles.

I want to make a kitchen herb garden using only red and blue leds (because plants only care about red and blue light, so it is more energy efficient to only give them what they need). Ideally, this would be done with the highest possible brightness per watt.

The brightest (cheap) LEDs you can get are 18 lumens each at 3.3V 25mA. White LEDs come in that rating so it would make more sense to just use those.

I don't think it would be any more efficient to use red and blue LEDs when the white LEDs output a full spectrum. White and red LEDs come in the highest lumen ratings.
To go brighter you'd have to use High-Power LEDs.
I haven't really bothered trying to figure out lumens per watt.
