The snorkel going to the fender have a snowscreen in it, to keep debris out of the airbox. The snorkel going towards the engine have a small spring flap. When/if the snowscreen gets plugged, the vacuum created in the airbox opens the flap and the engine can still get air.

It's just there to make sure the engine is not choked if the main intake snorkel is blocked.
