That raised area shields the leading edge of the hatch structure from the wind. The edges of the hatch I built are thicker than the original thin all-glass hatch, so the structure doesn't fit flush in the leading edge hatch grooves built into the car's body. That shield deflects the wind away from the hatch leading edge so there is no possibility that the wind could get under it and lift it up.
