The absolute first thing to do when the parking brake no longer works as it should is check the rear brake pads, not saying they are worn but this is one of the signs the car gives off as it tells you they could need replacing.
Once they've been checked out, if they need replacing then as likely this fixes the problem, if not then adjusting the cable itself should do it, but check the pads for wear first, replace if needed, then adjust the cable if it's still off, in that order.
