I have the same blue NKC display. It was +5F (-15C) this morning and I had no problems with refresh rates or it turning into a SCD. Since this is about as cold as it gets for this part of Alabama, I should be ok until I have to go somewhere colder. If mine is rated for 0C and it is good at least to -15C, I wonder how good dcb's is that's rated to -20C...
