" are much appreciated. Also, thanks for a correction on my terminology. The energy rating on my new water heater is 4773 kwh/year which seems reasonable. I'm not serious about taking cold showers, but I will be turning the water heater on only to take a shower for now on. I have found that 2 previous tenants in this apartment had the same problem! Thanks for some good legal advice as I will pursue this situation until it is remedied.
