My Mom in NC installed a heatpump in 2008 and can't get the tax credit because... Bush forgot to sign the right bill!!! If she had done it in 2007 or 2009, then everything would be OK. I have this weird feeling that Bush didn't forget to sign benefits for the oil industry...
