Those pictures change everything. I vote Frank's wingnut + helical-spring tightener. For it to be "tight", I think you'd still need a torquing tool of some kind. Soooo, the "cost" would be the extra weight of the tool.

It looks to be "easily adjustable" with all those little "slats" (EDIT: I meant splines). Clever.
