I pretty highly doubt it would have a drastic effect on FE. 2-3 is 10% in the vettes FE range. I am a little dubious about how effective vortex could be to generate less drag, but on the same token I take it its effectively like a heat pump. Its easier to make a temperature difference(cooling one side and heating another) than just convert electricity to heat(resistance heating), so its easier to shift around the pressure a little to achieve less drag?
