Now that I have had time to rethink it, create a vortex doesn't do you any good unless somehow you can pick and chose and make sure the low pressure goes away from your car and the high fills the vacuum at your rear.
There is not anyway to do that without inducing as much drag as you would save by redirecting each of the flows.
