Before test, gas tank fill up not to filler tube mouth; after test fill up same gas pump but car tank filled to the mouth. 1 to 2 litres of gas may be due to difference in filling method (then more like 7 L/100 Km). To lower variance from tank fills will now always fill to tank tube mouth.
