I am not readily finding a specification for a side view mirror requirement. I realize it depends on the local jurisdiction as well.

Iirc in the archives, there is a requirement for the inside and left hand mirror. More exactly, the requirement to see behind you 300 ft without turning around.

I also recall someone attempting to do this was ticketed, Lta, Iagffa. I don't recall the outcome.

I think there is a handout for building custom one off vehicles. For example, you need a wiper, but no windshield, (at least a windscreen).

Look up the uniform vehicle code for your state. In WV where I am at the only requirement is to have a rear facing flat mirror. So having the interior mirror only is fine for here. But that varies by state so a bit of searching to find the code for your state is the only way to know for sure. Asking the state police or DMV isn't much help since they usually don't know the answer.
