Ideally how far down should the side skirts go?
And would their angle be important? Full vertically down? Inward? Outward a bit?

Ideally, sealed to the road surface. Practically, it depends....
The angle might not matter, but resistance to sideways movement will.

If they would fold under the car. One could make it going all the way to the ground as speed increases.
What kind of forces are we talking about? Coroplast grade or something much stirdier.

I'm guessing if these skirts ever show up on a Corvette, they'll be more like the Ram's air dam than a hypercar's spoiler: unpainted plastic that is easily replaceable and inexpensive.
Edit: The Porsche 918 also has active flaps underneath, to reduce or increase airflow to the front wheels for brake cooling:

And the Lamborghini Huracan Performante, if we count active airflow with no moving spoilers. Then, there are the cars that moved from active aerodynamics to fixed, like the Tesla Model X which now only has a fixed rear spoiler.
The other day I noticed my neighbor's Porsche 718 Cayman has a retractable spoiler. There are probably a bunch more I don't know about!
