It is a great idea, and that's essentially what a Volt is.

The battery capacity is nearly exactly what I've been saying would be ideal. Just a bit more than necessary to get the full federal tax credit.

A genset that is sized so that it can just barely supply more than the average power required by general driving, running in the most efficient operating range. It would kick on automatically at some low threshold of battery state of charge (35%?), and it could be overridden by the driver down to some lower limit.
