Does it really make you wanna get one?

GM dramatically drops the price of 2014 Volt. They slice $5,000 off the list. Does the dealers even want to stock their lots with this 'loss leader'? Chevy slices $5,000 from Volt MSRP

Nissan did the exact same thing with the Leaf a few months ago.

The trend will continue until EVs are cheaper than internal combustion.

Isn't this exactly what you expect from any new technology? As production gets more efficient, the price goes down.

The only PROBLEM with that thought-process is that GM's battery costs (the single costliest item) has NOT (yet) gone down due to volume because Volt sales haven't been sufficient enough to achieve a volume necessary to lower "per-unit" production costs (yet).

The hotter-selling 2014 Prius and all of its family models have price increases. It has more to do with disappointing Volt sales that prompt massive price decreases. GM already loses money on each Volt it sells.

The recently lower-priced Leaf EV is not the direct competitor to the higher-priced Volt, the new Chevy Spark EV (Focus EV, Smart, & Honda) are its real entry-level competitors.

Up in Canada the Volt has a starting MSRP of $42,000 for the 2013. Taking $5k off really doesn't do anything for anyone at that price point. I could could buy a couple of fuel efficient new cars with gas to boot for that coin.

So in short, not a chance.

Im sure every courthouse or FED gov. institution will end up with 3-10 in the lot paid for by us who cannot and would not afford one.

Well, in spite of the cost of batteries and that interior trim which resembles some Star Wars spaceship, the Volt seems actually not so expensive to manufacture. I'm still quite skeptical about GM claiming that it loses money manufacturing the Volt.
