Fuel cell Noob question

When using a fuel cell on a EV can you wire it direct to the motor controller? or does it need to go through a battery array to act as a buffer? From what i've ready I'm not to sure what would happen in the case of coming off the throttle, ie full to almost zero drain in a short period of time. Or does it depend on the control systems sensing the draw required and supplying the correct reactants?
