How bad does the weather need to be to interfere with cell phone reception?
 
I exchanged messages all day today without a problem, but the mom of one family that I have seen for work claimed that she did not respond to my 08 text message by 1300, when I needed to leave, because "The storm" interfered with her cell phone.

I live forty-five miles away and we received 0.06" of rain. I waited around until when I would have needed to leave, messaged the mom saying that by not confirming she canceled, silenced my phone, and tried to be productive.

She could not exchange messages for five hours because of a bit of rain?

I seriously thought that we established that I did not drive out unless she confirmed in-time, but I am still dealing with this.

In theory, we can drop, but that is extremely limited.

Is there any chance that her claim is legitimate?

Cell phone reception is the least of the problems.

I'll assume her claim about reception is legitimate. Not really, but go with it for a moment.

What isn't legitimate is her apparent position that you should anticipate her reception problems, assume that she has tried to text confirmation and travel an hour each way just in case that's what happened.

That's what it sounds like: she didn't text confirmation (flakiness or sunspots, accept either answer) and is blaming you for not showing up anyway. The legitimacy of her communication problems is irrelevant to your not driving 90 miles "just in case".

There were ten or twelve times that I messaged her, she did not respond, I did not drive out, and she seemed perfectly fine with it, but about a month ago she responded when I was out replacing the head gasket on my Civic, and my boss told me that I needed to inform her that by not confirming she cancelled.

She told me to come that Saturday. I tried, but it did not work out. I would have tried harder, but my friend was supposed to help with the head gasket.

It seems like every month she asks for special accommodations and I need to explain why I am unable to comply, often with intervention from the boss.

My supervisor dropped the family.

The mom said "No."

They were immediately returned to my caseload.

If the family does not want to quietly go into the good night, our options are limited.

It may seem rude and unfair but, the keyword is "the storm interfered with HER cell phone." Her phone, her problem. Should have sent an email? Borrowed a phone, landline, etc.

Yes, rain can affect signal particularly when signal is already poor.
