Question Engine block heater plug ideas

Right now i have my engine block heater plug hanging from the lower grill. Does anyone know how i would be able to install the plug into my bumper permanently so it's not just hanging? Kinda something like this:

I did this to my Matrix after the plug pulled out and drug on the ground for a while. Its incredibly easy to do. If it wasn't freezing and dark out, it would have only taken 15 minutes.
