Mazda Protege tire sizes

My 2003 Mazda Protege LX currently has 195/55R/15 tires (the recommended size for this car), but I found a set of used 195/65R/15 winter tires that would save me a few hundred $ and I wanted to know if I can use this size tire with this vehicle. Also, since these tires would be slightly taller, would the engine run at lower RPM on the highway (currently runs at 3000 RPM at 60 mph) and give any better mpg?
