Bizarre. I was trying to look up more information and then the keyboard on my laptop stopped responding. Then my computer completely died.
This is the official website, but the only additional information they seem to give is two dimensions: 1.75m wide and 4m long. Or, 13'1.5" long, 5'9" wide, and 4'0.5" Home | YEREL | Electric Vehicle I e-mailed and asked about the front wheel covers. I wondered why they made the wheel covers round, if they were stationary, they could have made skirts, but if it were not for the logo, these would attract less attention. You're right about the wheel covers / skirts.

Neat micro car. Appears more as a car. The Chairiot wheelchair car is selling in CA. now which is almost the last micro car EV here.
