I have no doubt that they will come up with a new program in the future. Canada's government is more motivated by "social conscience" than the US government. Canada is an oil exporter because of its oil sands, so its motivation for the initial program was not motivated by import or national security issues, and that original motivation is still there, even if it is latent. As the price of gas goes up, I think they will revisit the issue. The US government will do the same, eventually, but for other reasons.
