Using the REPO BROWSER is the way to work DIRECTLY on the server. You are not supposed to do that normally ...
It sounds like you skipped the first part of the how to I've sent you: SVN CHECKOUT. The option you are looking for (COMMIT) appears only in "special" local directories that you create using checkout. Check this out
