I weighed the tire + wheel while doing the research for

.... and it came out to
27 lbs with the 155/80/13 on it.
I also happened to have a loose 155/80/13 tire in the garage, which weighs
13.5 lbs. It's not the same kind as the tire on the rim though.
But assuming it's close to the same weight as the tire on the rim, that puts the steel rim weight at
13.5 lbs
