+2 to DCB - Even if you used a governor plate, it would just increase resistance, the opposite of what you're doing with the hot air.

The only positive part of a governor would be that you could effectively re-set the 100% throttle position (in the case that there's a new driver behind the wheel, for instance).

Basically, the governor would choke out air supply, so that after a certain throttle position, no more air could get in anyway, so while the pedal wouldn't really be to the floor, it would still be at 100% of available throttle.
