For the thick plastic ones, I have just lifted one corner with a fingernail and pulled it off. For the goo that remains, what I did was used a block style pencil eraser and water, and it balled up and came right off. I've never heard of a rubber wheel in a drill, but it would be essentially the same thing. Goo gone does work well too, though it can get messy.
