Heating Ventilation Air Conditioning. The intake is located in a high pressure area so the fan isn't needed and/or doesn't have to work so hard.

That said, I believe on my car that the high pressure bubble extends several inches up along the bottom of the windshield. That intake might still be getting higher than static pressure.
