Heating Ventilation Air Conditioning. The intake is located in a high pressure area so the fan isn't needed and/or doesn't have to work so hard.

That said, I believe on my car that the high pressure bubble extends several inches up along the bottom of the windshield. That intake might still be getting higher than static pressure.

Heating Ventalation A/C (HVAC)...the opening at the base of the windshield that gathers "outside" air and passes it into the passenger compartment (when you select it).

Nice wiper cover.

Mine makes no difference in the HVAC intake, wiper cover or not. There is no noticeable flow unless the fan is on.

Those vents just pull in fresh air. Ever notice air blasting out of your dash vents even with the blower turned off. Its because of those cowl vents.

Notice though that in the winter time when those vents are covered with snow, your blower still moves air, but the car heats up faster because its not pulling heat from those outside vents.

I would think that a wiper cowel covering the vents would provide some shade and help keep the air temps down a bit.

One of my neighbors around here had one on his Ranger. It was the ugliest thing I'd ever seen, and he always ended up with a dirt swirl behind it that would inevitably muddy his windshield the first time he used the wipers in the rain. He decided to take it off in short order.

I never thought about the mud accumulating...

Then again I dont have a truck, I was my car at least once a week, and im pretty sure I don't go mudding lol

This is Pennsylvania, we've got two seasons: Winter and Road Work.

Two types of Roads: Dirt and "Back".

Two common house types: Dog and Livable.

He'd get dirt built up from the vortex that the windshield wiper cover would create at the windshield's surface, and then, when it rained, the dirt had built up so much from driving on our only roads around here, that the water mixed with the dirt and streaked mud across the windshield.

Before you go to the bother of making up a deflector, remove the wipers and go for a spin. See if you get any improvement in mpg. If not, then you know not to bother with all the faffing around with a deflector.
I did that and brought my wipers with me so i could put them on if it rained. Got no gain in mpg so i didn't bother with a deflector.
I also went to a lot of effort making a FULL (over exhaust too!) belly pan under my yaris and got virtually no improvent, maybe 0.1 or 0.2L/100k but the weather may have contributed. I was going to post pics and do a build thread but it given that it didn't work, there was no point.
