Those vents just pull in fresh air. Ever notice air blasting out of your dash vents even with the blower turned off. Its because of those cowl vents.
Notice though that in the winter time when those vents are covered with snow, your blower still moves air, but the car heats up faster because its not pulling heat from those outside vents.
I would think that a wiper cowel covering the vents would provide some shade and help keep the air temps down a bit.
