No way. Unless you have another car that you can use every day, and make the CRX your project car, it's not worth it. You'll be trying to fix something on it, and then have to go to work, or school, or whatever, and you'll have to stop what you're working on and hope it works.

You're trading a perfectly functional car for something that needs work. Is there any paperwork on the engine rebuild, or is it something the guy did himself, and says it was 9000 miles ago? You'll have to buy a new windshield, you'll have to sort through the probable wiring mess to get the radio working, and a bunch of other stuff. No wonder this guy wants to trade, it's a steal for him.

My advice would be to save up money so you can either buy a CRX as a project car, or save enough so that you can trade for a decent one, and still have spare cash to make some repairs. 20+ year old cars are going to need repairs at some point, it's inevitable. That's why they don't give 20 year warranties on cars. It's not just the engine and transmission that might need some help, there's lots of other moving parts on the car, and the cost to repair them can add up pretty quick. If you don't have the extra money when something happens, you'll be regretting trading a working car for something that's falling apart.
