Yes, you can get rid of the wiring, as long as the ECU/PCM doesn't fault by not seeing those things. It shouldn't, because Honda usually uses an "airbag controller" that plugs in somewhere else in the harness, and isn't related to the ECU/PCM at all.

Paint -

Yep, find a local Maaco or even a dealer will have/be able to order the correct paint, and sell you the thinner/stuff you need.

Some will also be able to mix you up some and charge it into a spray can with CO2, so you can rattle can to your heart's content. Johnny Mullet just had this done, I believe, for this Metro (blue one). The dealer won't mix the paint for you, most dealers sub-out body work. They can order the paint, but it's at dealer premium.

Google the following: "Honda Civic [your paint code] paint" You might find a pint or so (or a pre-mixed spray can) for sale cheap somewhere (eBay, maybe?)
