For your engine a 1/2 pint should do it. But most "auto body suppliers" won't go less then a pint.
Heres a pic of a teg I just painted this last spring. It took 1/2pt of PPG DCC Concept single stage with DCX61 hardner and DT870 reducer.
I'm a manager of a PPG, Dupont, BASF, Chem Spec jobber store here in Coeur d' Alene Idaho. If you were closer you would have free paint.

When I looked last I saw many places selling that quantity for ~$30, but I can't remember the google search query I used! Feel free to send me paint
Also, will I just need that paint as it's sent or will I need to clearcoat over it? Of course I'll need to primer underneath but that's no biggy. Out in the garage now pulling the wiring together.

I would be glad to send you some paint but the shipping of hazardous material would be through the roof.
I would go with a single stage urethane. Two coats and your done. If you do it in base coat/clear coat it tends to start to dry dust on you in the 90* areas. Plus with a single stage you'll save some money not having to buy the clear.

Maybe Fabio's got a junk dash that he can cut up and send your way the piece that you need?

All this talk of welding and I missed out Been a bit busy trying to re-roof the coup. Anyhow, the rule of thumb is to buy the biggest welder you can afford. Generally speaking, larger means bigger and better power sources and that directly effects the quality of the weld. That being said, I got a measaly little welder and make due with it. Lincoln Mig 110. Older model that uses flux core. But I'll used my Oxy-fuel set up to do fine welding. The flux core type Mig welders are great starting points and very affordable these days. Like any purchase, research what others are saying on the expert forums. I'm sure there's some decent chinese welders these days. When you identify a couple units you like, post up some links and we'll give our two cents. Don't forget you'll need: Slag hammer, wire brush, soap stone, 4.5" angle grinder with appropriate grinding, cutting, wire wheel attachements, bench vise, drill and drill bits, etc...
How close are you to needing some assistance in welding? I leave on a business trip on the 21'st and need to spend this week finishing up the coup roof. I'll try and make time when you need it most. Just have plenty of metal there to practice on so you can learn. Check out Fazios in South Jersey for great deals on steel. It is the Super WalMart of steel and metal fabrication. I could spend a whole day there just walking around and enjoying the sights, it is that big. Just ask for the "drops" to get the cheap stuff, and I mean cheap, they are very affordable and helpfull.

I already scoped the dash for this purpose, but it's not suited. Worst comes to worst I'll make a completely custom hood from fiberglass

Also, I question I keep forgetting? SRS is just airbag junk right? So I can delete all that wiring? I'm getting all the wiring in order now so I can be on top off all aspects hoping that I don't run into any road blocks.
Another one: my best bet for paint then would be a local place that mixes paint? Any recommendations? Thankssss

SRS = Supplemental Restraint System.
This would control automatic seatbelts, (except in your case, I think yours are relay controlled, if you have them.) airbags, and nothing else.
Yes, you can get rid of the wiring, as long as the ECU/PCM doesn't fault by not seeing those things. It shouldn't, because Honda usually uses an "airbag controller" that plugs in somewhere else in the harness, and isn't related to the ECU/PCM at all.
Paint -
Yep, find a local Maaco or even a dealer will have/be able to order the correct paint, and sell you the thinner/stuff you need.
Some will also be able to mix you up some and charge it into a spray can with CO2, so you can rattle can to your heart's content. Johnny Mullet just had this done, I believe, for this Metro (blue one). The dealer won't mix the paint for you, most dealers sub-out body work. They can order the paint, but it's at dealer premium.
Google the following: "Honda Civic [your paint code] paint" You might find a pint or so (or a pre-mixed spray can) for sale cheap somewhere (eBay, maybe?)

Yeah, there are relays for my current stuff I think but they've been unplugged for ages since one of them malfunctioned and beeped maddeningly for a while.
I'll probably buy a pint since my father as good painting equipment.
Seems I can get a pint online for $45: Automotive Touch Up Paint Is that expensive, cheap?
