Disappointed, Confused, Perplexed

Front end has been repaired. Wheel bearings have been replaced, 4 new tires and rims.
The ride is wonderfully smoother and quieter.

My mileage took a hit just before the car went into the shop; I assumed it was the bearings that seemed to be sounding worse and the front right tire that was wobbling worse than ever.

There are several things that seem to be wrong but I’m not sure where to start.
Get up and go is sluggish at best.
New tires are 185/70/13 Old were 175/70/13 so that seem unlikely as a reason.
The fuel tank seems smaller?
The car starts stalling out sooner and sooner as if it is out of gas.
I have run the car without any problems, stopping to fill and put in 10.1 gallons.
Very recently the car has stalled and just barely limped to a gas station (twice now), to only take 9.7 and then 9.3 gallons.
When starting the car hot, it just barely starts, coughing or sputtering then running.

I will admit that I did not pay any attention to the ign setting on Scanguage before but I see that at a cold idol it says 12. Any type of firm acceleration takes the number down to single digits or very low teens no matter how fast the engine is running. Is that normal?
