I read about something similar in a magazine circa 1990. It was about putting magnets into the pavement of an LA highway to keep cars in their lanes. The system was to be automated, and reducing the distances between cars was not for fuel savings from drafting, but to pack more cars into existing roads. I believe that project is still going on, but I'm not sure.
Being able to safely draft a truck would be great, but I wonder how long I'll have to wait for it?
