Neon bumper (not 56k freindly)

I have been looking at the front of the neon for the first step in improving aerodynamics. right now it has a Xenon front bumper (I have the whole body kit, the previous owner stuck it on with 3m tape so the skirts and rear lip came off when it started detaching.

Would I be better off keeping that bumper and doing a grill block or switching to the stock bumper with grill block and a lip of some sort.

or upgrading to the newer style with grill block and a lip

and my next question, should I use the side skirts?
this is kinda dark but the only shots with out the skirts.

and with them
(that pic has the old wheels, I am using the stock size now.

and rear bumper with the lip
