I don't think that's right... the tire's RR is measured at a specific load rating, but it doesn't always apply to all situations. If you load a tire less, it will have less rolling resistance. We've already proven this by overinflating tires, or removing weight from vehicles, and recording coast-down times.
I believe RR tests are done at max pressure and max load, but I don't recall specifically... seems I forget more about this stuff than I learn lately.
