The speedometer idea was basically for the cars of those of us who drive more slowly than approaching traffic, in hopes that it may aide the idiot drivers approaching at higher speeds to notice that we're going slower than they are, so they can plan accordingly.
As nice as it sounds, it probably wouldn't work.
