I'm gonna say with blades that tightly placed and pitched like they are, that's a low-speed engine. I'd guess a redline of like 4000 RPM or so, or else that fan is doing nearly nothing but spinning in the wind.
Of course, to make it better at it's job, it should be placed further into the shroud, closer to the exit. It's already pulling air, but there would be more usable surface area if the fan were further from the engine.
