As an owner of a 'slow' car (but not restricted to 25 mph like NEVs are...) I can guarantee that anyone except a devout masochist will get frayed nerves from driving 25, especially if they choose to drive on a road with a 35 mph speed limit.
Almost all the NEVs I've seen have been modified to go faster (albeit illegally in most areas) just for that reason. Many by the dealer that sold them.
I'd imagine the NEV law was designed to ensure the non-viability of small electric cars, regardless of being 'free'.
