As an owner of a 'slow' car (but not restricted to 25 mph like NEVs are...) I can guarantee that anyone except a devout masochist will get frayed nerves from driving 25, especially if they choose to drive on a road with a 35 mph speed limit.
Almost all the NEVs I've seen have been modified to go faster (albeit illegally in most areas) just for that reason. Many by the dealer that sold them.
I'd imagine the NEV law was designed to ensure the non-viability of small electric cars, regardless of being 'free'.

Around here, there is a slow-speed vehicle designation that means you can't go over 45 by design. IIRC, you don't even need registration to use it. Most farm equip and such are allowed to display them, so if you could convince the non-existent cops that your NEV is actually a utility vehicle, you're good to go.

Gas powered cars only available for use on Weekends with exception granted to those who work on weekends and have weekdays off. For "Cruising" purposes only.
Of course, if you need to go to the other side of the island, you still need a range extender... which means a portable genny running while you're driving.

im certain that my 2 mile hill would easily cut 10 miles from any EVs range

Seems like a point for discussion, considering that EV performance = how you built it.
The performance of an EV depends directly on the amount of power it has available to it, therefore, if you built it to cruise, it probably won't do well on hills, but if you designed it to be a hill climber, you'll likely sacrifice some cruise efficiency, but have a longer terrain-range.
