My plans are a bit different than yours though but with similar end results.
Engine block Jeep 4.2L I6
Head Jeep 4.0L I6 with multipoint fuel injection.
Head work to include minor port work (mostly cleaning up casting imperfections and to get the air to swirl in the cylinder)
chamber and valve coatings to help keep detonation down
12:1 compression
Long tube header
Roller cam with good low to mid range performance
My targets are
250hp under 4500rpm
300flb torque under 3500rpm
25mpg at 75mph (if I get results similar to what you are trying for it could be as high as 30mpg which would be impressive for a cinderblock)
1gph when on the trails (with what I'm learning from you it might get as low as 0.5gph, the 4cyl 2.4l in my pickup burns 1gph)
